The Canadian Chinese Construction Association (CCCA) was recently invited to an online briefing organized by the Office of Mayor Olivia Chow, joining a discussion with the City of Toronto&#039;s City Planning Division on the latest multiplex policies and questions of interest to the industry.<\/p>\n<h4>CCCA: A Vital Bridge Between Industry and City Government<\/h4>\n<p>As an important networking platform for the construction industry across the Greater Toronto Area, the Canadian Chinese Construction Association brings together professionals and companies from a wide range of fields, including construction, real estate development, architectural design, engineering consulting, renovation, real estate, and building-material supply chains.<\/p>\n<p>CCCA members are active on the front lines of project development and construction, bringing both extensive hands-on experience and a deep understanding of planning approvals, building codes, and market demand. On housing-policy reforms such as multiplexes, members are not only the practitioners who implement these policies but also important representatives of the industry&#039;s voice.<\/p>\n<p>This invitation reflects the constructive role the association plays in facilitating communication between government and industry, promoting information sharing, and conveying the real-world needs of the market.<\/p>\n<h4>About Multiplexes<\/h4>\n<p>A multiplex is a low-rise residential building containing two to six self-contained dwelling units, including duplexes (two units), triplexes (three units), and fourplexes (four units), as well as fiveplexes and sixplexes (five to six units) permitted in certain areas.<\/p>\n<p>As a key component of the City of Toronto&#039;s Expanding Housing Options in Neighborhoods (EHON) initiative, multiplexes are intended to add more diverse housing supply while preserving the existing low-rise scale of neighbourhoods, helping to meet continually growing housing demand.<\/p>\n<p>In recent years, the City of Toronto&#039;s related policies have continued to evolve:<\/p>\n<ul>\n<li>Since 2023, most residential lots citywide have been permitted to build a fourplex as-of-right;<\/li>\n<li>In 2025, the Toronto &amp; East York District and Ward 23 were further opened to permit up to six dwelling units;<\/li>\n<li>Multiplexes of up to six units may qualify for a Development Charges waiver (expanded from the original four-unit cap to six units);<\/li>\n<li>Certain planning requirements, such as parking minimums, have also been relaxed.<\/li>\n<\/ul>\n<p>As these policies continue to develop, staying current on the latest planning requirements and approval directions will help builders, developers, designers, and other professionals more accurately assess project feasibility, control development costs, and improve approval efficiency.<\/p>\n<h4>A Direct Conversation with the Planning Division<\/h4>\n<p>To help industry professionals gain a deeper understanding of the latest multiplex policy developments and to communicate directly with the City&#039;s planning staff on specific issues encountered in project practice, the Office of Mayor Olivia Chow has arranged this online briefing.
